Hyrdaulic chatter w/power steering in 1994 Ford Aerostar - why?

I notice it most when it's in gear (either reverse or drive), the vehicle is stopped or almost stopped, and the steering wheel is turned. An example of a time this might happen would be when pulling into a parking space.

It is an intermittent problem that has noticably worsened.

The chatter is audible as well as palpable in the lines.

If anyone has any suggestions as to the cause and what needs to be replaced, I'd appreciate it very much.

Thank you!

I would check the color of the oil in the p/s reservoir. Typically if the rack and pinion is going bad, the color of the oil will get darker. It should be a clean red color. The rack and pinion and the pump are the only components of the system other than the lines from the pump to the rack and pinion,
